he main innovations introduced by E-Poll concern the organization of voting processes.
An important component of the E-Poll system is the European Virtual Ballot Network (EVBN) supporting the new voting process.
The network is a functional system allowing communications in terms of information flows between administrative authorities at different levels.

The project investigated mobile communications based on the GPRS, EDGE, UMTS, HSDPA, Wi-Fi standard for providing the E-Poll network with the required bandwidth and security. Thanks to the network, it becomes possible to use E-Poll kiosks anywhere, within a private, reliable and protected network. E-Poll provides a flexible platform allowing downscaling to Internet voting.

The voter-recognition system is based on smart card or other token contact or contact-less, a fingerprint reader could be part of the kiosk and identification station, which performs voter recognition with absolute security.

An ergonomic kiosk facilitates use by disabled people.



The
institutional vote is granted by the voter fingerprint recognition supported by the smart card technology. Main benefits are:

E-Poll has been designed for institutional vote (not home voting); for this reason ePoll runs on the supervision of a public assessor and uses a specific secure VPN communication network (Internet is not suitable in this case); PKI security infrastructure is compliant with the italian Electronic Identification Document project (Electronic Identity Card & National Service Card).

E-Poll is based on an innovative architecture which allows both the keeping of the institutional roles (Ministry of Interior, Prefecture, Municipality, etc.) and the distributed control on the voting processes ePoll uses public premises: traditional premises, schools and Municipalities conventional premises as tourist sites (on the beach and at mountain place) and hospitals. In the future lower security level pilots will run in Universities through home secure voting on the classical Internet communication platform.
Most attention has been given to accessibility of vote both trough a easy to use system and a e-inclusion minded approach in designing the e-poll kiosk provided by Pininfarina design in Turin Person with physical, vision and audio disabilities could vote without external assistance.
