rom the very beginning of E-Poll idea development it was clear that the way followed in the establishment and in the management of user groups was a key factor to create the needed awareness about project results but mainly a way to assess the overall project results.

A first user group has been established in order to deal with all normative issues accompanying the project; the objective of this group is to include representatives of all the European Countries and specifically members of the European Parliament.
It promotes the creation of a study group in the European Parliament with the aim to examine the on going research in the electronic vote process and suggest possible normative changes. The "E-Poll green light user group" will organise a workshop every six month where E-Poll achievements will be disclose and during that comments, suggestions will be collected by the scientist team.
The workshops will be opened to other experiences in order to keep E-Poll at a leading edge level in the electronic democracy framework.

The second user group "E-Poll and administrations user group" takes care of the three levels administration architecture present in most of European Countries (National, Regional, Local).
The participation to this user group will be facilitated trough a dedicated web server where specific news-groups and publications will be developed. A road show (on invitation in Italy and France) is going to be design to address directly E-Poll objectives and to collect feedback from administrations.
In this user group the working condition and the quality of service involving employees working around the voting process will be addressed.

The third user group will be established during the "on field prototype" phase in order to collect impressions and suggestions to assess project achievements.
Some professionals will be included in this user group in order to help in the achievements of the impact monitoring activities planned to have a continuous measurements of E-Poll adherence with the users needs and ethical constrains.

Members of the three user groups will be part of the evaluation team, which will work in the assessment and evaluation phase.
